On the 27th May, the Unit will hold a virtual Coffee Chat with the participation of the European Council, in order to discuss the changes that the new protocol entails, how it fits into the international context of data protection and the impacts in our country.

In 2013, Uruguay became the first non-European country to be a member of Convention 108 of the Council of Europe and its Additional Protocol of 2001, which was approved by Law n. 19.030 on the 23rd December 2012.
This Convention is essential in this area as it is the only international binding instrument on data protection, and currently comprises more than 50 countries from all over the world.
The Convention underwent a process of modernization in which our country participated, and from which emerged a new protocol that adapts to the new challenges of data protection at a global level, called “Convention 108+”. This modernization protocol extends the scope of the Convention, establishes new legal bases for the processing of data, new rights for owners and new mechanisms for collaboration between the parties, among other modifications.
Uruguay signed the protocol in October 2018 in Strasbourg, France, and carried out the legislative process that culminated in its approval by Law n. 19.948, of 16th April 2021. The deposit of the relevant instrument with the Council of Europe is currently under way.
